Domestic building insurance is now provided by the BPC

From 1 July 2025, the Building and Plumbing Commission (BPC) is responsible for providing domestic building insurance (DBI) in Victoria. If you’re building or renovating a home valued over $16,000, your builder must take out DBI before they take a deposit or begin work. This insurance protects you if your builder can’t finish the job or fix defects because they:

  • have died
  • become insolvent
  • disappeared
  • failed to comply with a rectification order (a new BPC power coming soon)

The BPC now manages DBI as part of its one-stop approach to building regulation, insurance and dispute resolution — making it easier for consumers to access help and understand their rights.

What's included in your DBI policy?

Your DBI policy includes two important documents:

  • Policy wording – outlines the terms, conditions and exclusions
  • Certificate of Insurance (policy schedule) – includes specific details for your building project
